Telework eligible No Duties Summary This position is located in U.S. Coast Guard, SILC, Civil Engineering Unit Providence, Regional Execution Branch, Design Section B in Warwick,RI. Learn more about this agency Responsibilities You will act as a project manager/leader of a multi-discipline team to accomplish design objectives. You will be responsible for the design and layout for construction of new structures and collaborate closely with others throughout the federal Civil Engineering Unit (CEU) Providence community. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Answering for design, layout, and construction of new and/or extension, conversion, or modernization of existing Coast Guard modern or historic facilities. Performing or directing survey and investigations at projects sites to determine facility condition and obtain necessary data before initiating design. Evaluating design and construction objectives, performs complex technical calculation, identifies the most economical and efficient procedures for project design and performance after considering all influencing factors. Coordinating with other engineers' architects in design development to ensure coverage of all technical areas, resolving overlapping intra-disciplinary responsibilities concerning attention to design, and meeting all project objectives and schedules. Preparing correspondence, technical reports, estimates, fact sheets, status reports and schedules as required to complete project development. Meeting with contractors, manufacturers, and unit representatives to establish materials and test requirements. Preparing drawings and specifications for Architect Engineer (A/E) service contracts. Evaluating shop drawings, catalog outs, certificates of compliance, samples, laboratory analyses, proposal for modifications, and other submittals from contractors for compliance with contract requirements. Performing on-site inspection support to ensure the contractor is using the specified materials and method to accomplish the work. Developing and evaluating Scope of Services (SoS) for the construction contract by conferring with construction contractors and Contracting Officer's Representatives to resolve diverse, complex and unforeseen problems or latent conditions that may arise during construction. Travel Required Occasional travel - May require 6-10 days of travel per month. Supervisory status No Promotion Potential 12 Requirements Conditions of Employment The position requires a valid state driver's license. Males born after 12/31/1959 must be registered for Selective Service. U.S. Citizenship is required. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Basic Qualifications for Mechanical Engineer, GS-0830-12: Basic Requirements: A. Degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration--Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. 2. Written Test- Evidence of having successfully passed the Engineer-in- Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses--Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A. 4. Related curriculum--Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Additional Requirements: In addition to meeting the basic requirements above, applicants applying for the GS-12 must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include: Developing designs, plans and specifications for heating, ventilation, air conditioning, plumbing, tank and fuel distribution, controls and other mechanical systems; Evaluating design and construction objectives, performing complex technical calculations and identifying the most economical and efficient procedures for project design and performance; Providing design and layout specifications for construction of new structures and extension, conversion or modernization of existing facilities; and Preparing drawings and specifications for Architect/Engineer (A/E) service contracts. In addition to meeting the basic requirements above, applicants applying for the GS-11 must possess at least one year of specialized experience equivalent to at least the GS-11 level in the Federal service. Examples of specialized experience include: Implementing designs, plans and for heating, ventilation, air conditioning, plumbing, tank and fuel distribution, controls and other mechanical systems; Reviewing system designs and specifications prepared by consulting engineers for compliance with requirements and recommends necessary revisions and improvements; and Preparing drawings and specifications for Architect/Engineer (A/E) service contracts. OR Applicants at the GS-11 level may qualify based on education OR equivalent combination of experience and education, as follows: Successfully completed a Ph.D. or equivalent doctoral degree. OR Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree. OR Combination of experience and education as described above that equates to one year of experience. Percentage of the required education plus percentage of the required experience equal one hundred percent. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
