The Health and Safety Director- East (HSD) has regional
responsibility to develop, coordinate, direct and monitor all
aspects of the Autos and Metals Recycle (AMR) East H&S program.
This role will work as part of the Senior H&S leadership to
develop the improvement strategies and plans to achieve excellence
in all aspects of health and safety management. This role reports
to the VP of H&S.
The HSD ensures all AMR facilities in the East region are compliant
with applicable Federal and State regulations and policies and
procedures as established by Schnitzer Steel Industries. The
position is responsible for interpreting laws and regulations,
developing and implementing policies for compliance to manage, and
mitigating key H&S risks. The HSD is involved in the ongoing
design, assessment, implementation, communication and monitoring of
the organization's internal H&S policies and procedures in
accordance with regulations and laws. The HSD will lead, manage and
develop a team of regional health and safety
The role responsibilities include oversight of the safety programs
for assigned locations and for minimizing safety and health
liabilities. The individual will also be responsible for
maintaining policies and procedure to ensure efficient operations,
maintain adequate internal controls, and ensuring internal controls
are adhered to and kept up to date. This person should encourage
the reporting of any control violations and the implementation of
more thorough incident investigation and learnings processes. The
HSD must maintain current knowledge of internal control changes and
be involved with refinement of the internal control process as
- Implements and maintains company policies adhering to local,
state and federal health, and safety regulations.
- Proactively monitors performance to ensure compliance with
state and federal OSHA regulations and keep abreast of any changes
to laws and regulations impacting the organization.
- Coordinates the implementation of all H&S hazard
elimination and risk controls within areas of responsibility.
- Supports the development of programs and systems at corporate
and divisional level, including: Hazard and Risk Management,
Incident Investigation and learning, SOP / JSA / JHA improvement,
Industrial Hygiene and Medical surveillance
- Establishing and assessing the effectiveness of controls
associated with the health and management system.
- Analyzes performance using leading and lagging indicators,
identifying emerging issues and proactively developing risk
mitigation strategies and plans.
- Oversees the performance and development of regional health and
- Works directly with AMR management and staff to improve
training and knowledge in all areas of H&S around the
facilities, including site specific H&S training (employees and
site management) and working with regional operations management to
better evaluate and improve process controls to improve
- Develops and maintains knowledge of facilites, equipment,
processes, material handling and personnel management in all
assigned locations as they pertain to H&S matters. Monitors and
assesses physical inspections of AMR to determine safety needs and
violations of policy and or OSHA standards.
- Review and suggest improvement to H&S related training to
new hires and production personnel.
- Support, participate and improve the intra-company H&S
- Perform structured assignments which require interpretation of
data and regulations, identification of problem sources and
possible remedial actions.
- Leads investigations into causes of significant incidents to
develop solutions to minimize or prevent recurrence.
- Leads team in preparation of reports with findings and
recommends corrective action from investigation of accidents and/or
inspection of facilities.
Frequent air and car travel required to visit multiple locations.
Exposure to physical operations ranging from office environments
metal recycling yards. Pressure is experienced in decision making
concerning applications of code requirements versus production
Ideal Experience and Qualifications
- At least 10 plus years' experience in H&S management.
Bachelor's degree in a technical or safety related field, or
equivalent combination of education and experience.
- Thorough knowledge of general H&S systems and experience in
a production and operations environment within industries such as
Metals, Waste Management, Mining or heavy industry
- Knowledge of OSHA and EPA regulations. Certified Safety
Professional (CSP) or Certified Industrial Hygienist (CIH) a
- Experience with MS Office including PowerPoint, Word, Excel,
- Fluency in Spanish is a plus but not required.
- Proven experience in developing and contributing to H&S
strategy and success organizing directing, coordinating and
conducting large scale initiatives across various operations.
- Ensuring an open and collaborative communication style and
maintaining professional dialogue with key business partners
through the organization is absolutely essential to the incumbent
success. Invites and uses the opinions and perspective of others.

assist the operations team in improving the organization's H&S
performance. Champions change and challenges the status quo.
