Job Overview


The Senior Manager of Procurement - Property Development is responsible for providing leadership and direction to the Property Development team in the management, development and implementation of contractual obligations, procurement strategies, accounts payable (A/P) process oversight, vendor/supplies/equipment management and negotiations, and department analytical strategies. This role serves as a buyer of supplies, goods, equipment and services for facilities and field departments. This role serves as a liaison between leadership and associates to ensure all facilities-related projects are carried out efficiently and effectively. The Senior Manager of Procurement provides regular status updates to leadership, delegates assignments, communicates priorities, and resolves issues. This role oscillates between fulfilling general duties of the position and acting as a resource for leadership and associates. The Senior Manager of Procurement works closely with Finance, Property Development, Store Planning, Operations, Real Estate, Loss Prevention, Leasing, Legal and other departments, and plays a vital role in ensuring leadership has full awareness of workflow and teammates have the tools and skills necessary for success.


  • Contract management, contract development, process improvements, bid strategies, streamlining bid opportunities and vendor/supplier implementation

  • Negotiate purchases of goods/equipment and services as deemed necessary

  • Provide leadership and direction to the Property Development team in the development, implementation and best practices regarding procurement and contractual changes and opportunities

  • Administer and manage assigned programs to ensure contract obligations and policy conformity are met in a timely and cost effective manner

  • Lead, manage, develop, and oversee the Procurement team; Delegate daily assignments based on management priorities

  • Prepare, manage and maintain prime contract file and ensure that all required documentation is present and managed throughout its lifecycle; develop and prepare regular reports on the status of contracts

  • Manage a contractor/supplier/vendor/equipment database, with department technologies, CMMS, IWMS, etc. and provide vendor/supplier training as necessary

  • Review solicitations and ensure timely review follow up with Property Development team advising of issues with scope or terms, legal concerns, risks and recommendations

  • Provide expertise in researching potential OSJL vendor/supplier/equipment partnerships, as well as examining current vendor/supplier/equipment performances

  • Manage proposal cycles start to finish, including development of pricing, preparing RFP's and assumptions so as to ensure successful program implementation, and analysis of bids or proposals; negotiate to support the needs of OSJL

  • Coordinate with corporate counsel for legal review of contracts/agreements including without limitation concerns with scope, terms, legalities, risks regarding services/agreements, issuance of notifications, and other documentation

  • Prepare bid packages along with all reference checks, points of negotiation, terms, etc. with Property Development leadership

  • Manage administrator functions of Manhattan (or other technologies), perform training for vendors as necessary, and set up contractual schedules in respective programs(technologies)

  • Manage required vendor/supplier/equipment documentation i.e. Certificates of Insurance, etc.

  • Manage department procurement strategies, and develop procurement policies, procedures and guidelines

  • Negotiate best pricing/product/terms for pricing agreements, as well as repair rates and terms for Time & Material vendors

  • Manage contract performance and perform audits to ensure that all invoicing is in accordance with contractual payment terms

  • Assist in departmental budget preparation and tracking relating to all contractual services

  • Maintain a computer database for the contract management system, invoicing, CMMS or other.

  • Develop analytical reporting as needed for cost controls and discovery of savings opportunities, historical invoice research on specific invoices, vendors, and/or vendor categories as needed and/or requested, create reports on status of contracts to ensure spend is under control and to identify areas of concern/opportunity

  • Monitor overall spend on agreements to ensure they are not exceeding expected amounts

  • Manage "in-house" invoicing process (internal invoices, supply vendor invoicing), all other A/P or invoicing processes as required, and assistance to ownership on invoice questions

  • Partner with leadership to develop new standards and protocol

  • Serve as a liaison between leadership and associates for routine inquiries and updates, and update leadership with status reports detailing progress of department on assigned duties

  • Work on special projects and high-priority projects as needed



  • 10 years of professional experience in a similar procurement management role required

  • Bachelor's degree in finance, accounting, business administration or related field preferred

  • Two or more years of experience in a supervisory role preferred

  • Understanding of basic principles of contract law required; retail experience preferred

  • Understanding of basic accounting principals required

  • Experience with financial, IWMS, CMMS, or other Real Estate software

  • Experience in the Real Estate/ Facilities industry preferred

  • Understanding of Ocean State Job Lot policies, preferred

  • High level of ethical behavior

  • Highly proficient in MS Excel and Google platform (i.e. sites, slides, drive, docs, sheets)
